The decision against which I am protesting, and have protested in the past on more than one occasion, means,

though the Government does not appear to realise it, accusation against me of either negligence or dishonesty. As no charge has been brought, I am unable to say which of these two it is for which I was punished. But efther of them forms

a serious alur upon ry character and honour, and in view of Lo the new light now thrown upon the matter, I submit that, as a piece of simple justice, the reflection should be at once

removed.

There have been several other cases of defalcations

in other Departments of the Hongkong Government, in which the

officers concerned have incurred no penalty of any sort. Among these was one which took place shortly after the Wang

Hau Nam case

and the Cadet officer in question, Hr. G.N.Orme, though he had a much less perfect defence, was completely ex- onerated. The discrimingtion shown here between Hr. Omme and

me was publicly commented on in the Colony at the time, imply-

ing that this was not the first time that I had been treated

with a severity not shown to others. I do not wish it to be

inferred, however, that I wish to disparage the leniency shown

to Mr. Orme, nor that displayed in other cases within my know-

ledge, of which I will only refer to those of Mr. A. J. Thomson

and Mr. S.2.C. Ross.
